No missed call log when phone is off

I get no missed phone call information when calls are missed while the phone is off, dead, or out of network after it is turned back on or in network again. How do I enable this?

Would that not be a provider issue rather than an operating system issue?
Much like an undelivered text message, the notification should be continually sent by the provider, so that as soon as the phone is back on the network it can receive the info

It has happened consistently among two different domestic providers, and one international while overseas. Both virtual and physical sim cards by themselves. I wonder if there is any system or call app setting that would be preventing the missed call data from being received. Are you aware of anything that could trigger this?
