Notifications block screen for ~10 min

How can I change (or at least remove altogether) duration of notifications at bottom of screen (w/in ALL apps, but they persist outside of app) that overlay and block content for ₁₀ min.? I've been experiencing this for months since first using this OS. W/ latest updates

System notifications come from the top of the screen and have a duration of about 5 seconds. I suspect you may have installed something that behaves improperly.
