Not all cellular devices support 4G frequency Band 28 (700Mhz) which would explain why some devices will be blocked on the Telstra Australia network.
Different model variants of the same device can support different cellular frequencies. Older Samsung devices are a good example of this.
I don't see an issue with Pixel hardware after looking at the "Network" specifications.

My understanding is the IMEI blocking is based on a functionality challenge of the device.
If the device cannot meet the following criteria it is blocked:
"To connect to our mobile network (Telstra Australia) you will need a device compatible with 4G frequency Band 28 (700Mhz) and Voice over LTE (VoLTE) including VoLTE Emergency Calling"
"The Australian Government has made a regulation – a law – that requires us (Telstra Australia) to prevent mobile phones that rely on 3G for emergency calls (including Triple Zero (000) ) from accessing our network. To comply with this law, Telstra has blocked mobile handsets that are non-VoLTE (4G data, 3G voice) and VoLTE but require 3G for Triple Zero from our mobile network on Monday 28 October 2024."
