GPS crashing when attempting to enable Theft protection Remote Lock

After upgrading to Android 15 I was given a notification by GPS to consider enabling Theft protection features. When trying to enable Remote Lock GPS crashes.

Settings > Apps > Sandboxed Google Play > Google Settings > All services > Theft protection > Remote Lock

GPS is sandboxed and does not have all the normal permissions.
Remote lock needs "phone number verification" i.e. SMS permission

It stopped crashing when I gave it Phone permissions, although I gave it SMS permissions afterwards anyway.

Unfortunately Phone number verification seems to not want to work on my phone, I'm not sure if it's a GrapheneOS thing or if it's just my device and SIM.
