Yes. That makes total sense. No IPC or app communication is allowed between apps running in main profile and apps running in private space. This way, you can lock the private space to shut down all Google things entirely when you don't need them, so they cannot even track when your phone is on or being used.
You could also do it the other way around, have Google Play Services only in main profile. It is still isolated. Depends on whether you want to be able to lock the profile with or without Google Play Services in. For me, I will have Google Play Services and all real life things in only the main profile, and then use the private space for sensitive things I want to have locked away most of the time.
