Can apps bypass network restrictions?

I am using Google Camera and Google Photos, and disabled network access for both. I installed Google Play services and Google Playstore, wich have network access. Is it possible for Google Photos to "give" my photos to Google Playstore, wich can then use its network access to upload the data to google?

75728 yes it's possible for apps in the same user profile to exchange data with mutual consent (between the app developers, you have no say in this for now). You can avoid it by:
