I was using an app in User B and saw the status bar showing 'WhatsApp' for a few seconds. (Whatsapp is not installed in User B)
I logged into User A and found I did receive a Whatsapp message at that time.
I checked both user profiles, 'send notification to current user' is disabled for both.
I have observed the same behavior, it is just, since I am the only user of my phone I haven't been concerned about it.

I have also seen this. You don't get a full notification, just text in the top left that only says the app name that received the notification.
User72848 did you check in the settings, if you have notification forwarding enabled/disabled?
Yes, 'send notification to current user' is disabled for both profiles.
