Unfortunately I can't tell you the steps I followed to become an Android developer because I'm not one. I can make some suggestions, though:
- Learn Kotlin, since that is the language preferred by the GrapheneOS developers for new code (source).
- On developer.android.com there is an entry for "Android courses".
- It's probably prudent to step through a tutorial on writing a simple app that has been written hundreds of times before, before starting off to write something new.

Or could I make one ,in theory, when it's good enough, that gtapheneOS developers will implement it as a system app with privileges, so it has root automaticly and would work the same if not better than windows task manager?
I suspect the information you are interested in would require some privileges, and whether the GrapheneOS developers would accept the code is vastly uncertain when nothing has been written. But that doesn't mean you shouldn't dip a toe into writing an Android app. Once you get started, it might turn out that you get another idea, for something easier to accomplish that would still be useful.
