How did i got the national government alert with no sim?

Meddl People,
As titled in the title i got the national emergency alert on my GrapheneOS device.
But i wonder how the government made it.
I had no:
-sim card in the device
-no internet connection
-no emergency alert app (at least no 3d party)
-no apps with supscriptions/profiles/anything personal at all.
And in the settings, emergency alterts have bin enabled, accept the test emergency alerts. And the emergency alert i got was a test.

So how did i the government manage to target my device with no simcard, no internet and no emergency app (installed my me)?

Does this mean my opsec is trash?
How is someone capable of captuting my devices screen and speakers? (I mean its pretty scary that something like this is even possible)

HeezgibbsNpawouvsmowl Phones without SIM cards that have the cellular modem on still participate in cellular network protocols. If you want your cellular modem to be off, use airplane mode as documented.

If you received a cellular emergency alert, that was the exact opposite of your device being targeted, just as the sound of a siren is not targeting your particular ears.

I thaught, when i have no sim card in the device, that the celltowers won't notice the device because the sim card is missing.
Like when the cellular-modem wants to talk to the tower it would have to say like "hey there it's me but i don't know who i am because i have no passport"
So i thaught with no sim, it will not communicate with the towers at all because it has nothing to say.

Now you tell me that there is still a type of communication.

What information does the cellnetwork get from a no-sim device?

Is there a unique identifyer, from my device, that the cellnetwork get's from that communication?

Does a Wifi Modem with no internet provider/carrier information/subscription appear in the inrernet-network the same whay then?

I don't know, but it's possible.

If you want the cellular modem to be off, use airplane mode, as documented. People with a strong interest in privacy who are running GrapheneOS might want to read the documentation provided on the GrapheneOS web site. There are also various privacy guides available.
