Emergency Services (911) can override Phone app location permission

I dialed 911 for help and my Pixel 4a 5G received a notification about carrier services overriding and force-enabling location permission for Phone app. Is there a way to prevent 911 from changing location (or any other) permissions?

No. I'm pretty sure that was added by default for two reasons: first because it makes sense, second because I read it's required by law in some places.

To expand on this, e911 isn't a functionality of android that we can control but of the phone's qualcom modem. The part of android that interfaces with this is a closed source binary IIRC. To fully disable e911 you'll need to get the firehose file for the 4a 5g and do some editing of that file, and then import it back into the phone using qfil.

Problem is getting a hold of the fire hose files. 😔

Read in another thread that ELS doesn't work on grapheneos due to it being a privileged part of play services. Does the modem automatically send your location to emergency responders?
