Sandboxed Play Services as a permission?

Hi all,
I'm sure I'm understanding the Android sandbox incorrectly, but would there be a way to manage Play Services as a permission?

For example, would there be a way to deny some apps from contacting the Play services whereas some could communicate when necessary? I know this is not how it works in the current form but I think that this would be useful.

As things stand now, the way to do this is to put those apps in a separate user profile.

I think that feature is actively being worked on - limiting cross-app communication between not just sandboxed Google Play, but all apps in a customizable way
