I have an old 4a with Graphene and reset it and want to put a couple toddler friendly art and drawing type games on it.

Is there a way to completely disable calling, even emergency (911) calls? I'd feel safer giving it to the toddler if so, but always worry about about an accidental 911 call.

I forget if you need to have root for this to work. 4a is easy to temporarily boot on a rooted boot.img if you leave the bootloader unlocked -- fastboot boot rootedboot.img.

It won't stop you from dialing 911 from the dialer, but it will stop the emergency dialer from launching, i.e. from the lockscreen. In other words, you really have to mean it when you make an emergency call.

FWIW, it seems Graphene will let you can remove the Phone permission from the Phone app.

After that (with no SIM) I tried 411 and it says "The application cannot make outgoing calls without the Phone permission."

With the phone permission I call 411 and it starts the call and then says "Enable Wi-Fi calling to make a call."

I'm not sure and don't really know how to safely test if that disabled 911 or not without the Phone permission!
