Play service messages

I have installed play services, and am receiving the following message:

Missing optional permission - push notifications will be delayed because Play services app is not allowed to always run in the background...

Does that mean that just play services cannot notify me, or that any apps can't?

I do want notifications from K9, Signal etc. Should I grant this permission?

Yes, if you want notifications from apps that are relying on push notifications through Google Play (lots of apps are, including Signal if it detects the presence of Play Services on your device) to arrive in a timely manner, you should grant unrestricted battery background usage to Play Services.

That notification is actually from the OS and not from Google Play itself. I think it also says that it's recommended to allow this.
