Phone only charges when its on. [Pixel 7]

I'm currently on stable release I believe this is a software issue as when the phone is on it charges but if the phone dies it won't charge I have to fiddle with it constantly unlike when its on and it can be hours before the phone is in a state where it is accepting a charge regardless of cords/power bricks. BTW the settings for the USB charging don't matter if on or only when locked etc
I seen a possible fix by reloading system partition through the recovery bootloader option. Does this wipe all my data if I side load the current stable release OTA? (I'm on stable release)

When I hook up my cable that reads the watts I can confirm when its on it supplies power when its off its 0.0 watts when plugged in.

Also I did notice anytime its connected to a charger it automatically turns on and enters the bootloop to turn on and tries to constantly restart the system from the "you are loading a different operating system".

Any ideas would recovery be the fix? I do have a warranty on this phone but I feel thats unnecessary with my issue. Thank you.

NoPrivacyx Sideloading an OTA image will not wipe the user-data partition.

I am not sure what "fiddle with it constantly" means, but it sounds as if maybe the battery is being run down to zero with some frequency. If so, that damages the battery. Also, getting a completely-empty battery to charge can be tricky.

If charging the device causes it to enter a boot loop, this is consistent with the battery being completely empty. I would suggest using the power button to pause the boot sequence and letting the device sit on the charger for several hours.
