Does the phone talk to random wifi routers with Grapheneos?

When i toggle of wifi scanning, is the behaviour in terms of wifi communikation of the phone other than on a googleandroid device?

I ask because on youtube they say put down your wifi in public because of privacy reasons.
The question is if i should care about those reasons with grapheneos.
I use it as wifi only phone with mobile router to enhance security (stingray protection and stuff).
I have the idea from [removed].
But i don't know about the whole put down your wifi story in this setup.

VeebeeAnn carrying around a mobile router is sure to be worse for your privacy since then others can just track the mobile router which is sending out its SSID out for every device that's nearby to see.

By default, Android uses random MAC addresses to probe networks. GrapheneOS improves that by making each connection to even known networks use a new random MAC address. Also, you can optionally have your wifi turn off automatically when not in use on GrapheneOS.
