Please help ! Phone state locked

I was using GOS but the screen broke so I sent it to an authorised service centre they repaired it but also formatted it back to pixel os.

Just got it back and now I am trying to reinstall GOS , have enabled USD debugging and OEM unlocking but when getting to the fastboot menu the state says locked (in green) isn’t it supposed to say unlock to proceed? Hence also no option to unlock the bootloader. IDK WHY THIS IS HAPPENING PLEASE HELP. (I have tried factory reset and enabling /disabling dev options )

Priveee If you have OEM unlocking enabled, but the bootloader is locked, then just run the fastboot commands to unlock the bootloader (this will wipe the device)

You want dev options to be enabled, OEM unlocking is a dev option, OEM unlocking does not unlock the bootloader

Priveee The GrapheneOS web site does not indicate that enabling USB debugging is a necessary step (it isn't). For some reason this incorrect suggestion is part of lots of unofficial installation guides and videos. It is best to follow the official installation instructions on the GrapheneOS web site.
