What would happen if this was installed on a GOS device would the app refuse to work or could two play services be installed? Also can this apk signature be blocked?

It's not a version of Play Services. It's an accessibility app called "New Version" (LOL). If you agree to giving it accessibility access, you will be fairly owned until you delete it.

Don't download an app called "New Version" or anything similar. Don't agree to give accessibility access to anything without very careful vetting.

If this one APK were blocked, some miscreant would just tweak it.
