I think all of these conditions need to be met in order for the Play Store to auto-updates apps. Those are pretty conservative conditions, and the only user-facing option seems to be the network condition. Not clear how long the device needs to be idle, but my phone usually takes 30-40 minutes to charge, and if that's not enough idle time, then my apps aren't auto-updated, I guess.
I'm a bit weird about updates, so I usually check for updates manually at least twice a day. But that's me.
