I'm not sure where the GPS requirements comes in. I've been using my Galaxy Watch 3 with GrapheneOS and no GPS installed in the Owner Profile.
Maybe I'm just not using those features?
I only connect it to pull the Health/Fitness/Sleep data off the watch.

The galaxy watch 3 was a Tizen-based watch thus not requiring GPS to set up

Seems like the recent Galaxy Wear or Graphene update changed things. The app is no longer crashing while pairing to the watch. Instead the app is persistent on requesting permissions it has already been granted

Vagabond8630 I got the same issue and your outlined solution worked. It seems that Google Play services crashed when missing some permissions (I enabled nearby devices and location for it to work). After this, the screen that tell me to login to Google account appeared, and everything went smoothly from there.

Vagabond8630 this does not seem to work for me but to be fair I am using a way older Galaxy Watch (Galaxy Watch 2018 — yes, the first one released after the Gear S series). It usually gets stuck at pairing. Did you install the apps using the Google Play Store?

GoodJobe I also had the Tizen-based OG Galaxy watch - it's a beast of a watch.

I don't use Galaxy Watches with GOS anymore, as I've moved back to only using my Garmin watch. But I did indeed install the Watch Manager and Wearables apps through the Play Store.

Hi guys, i dont know is this topics still available or you fixed the issue but i found out how to fix it on Pixel 6 with GOS:

On Samsung Acc delete all devices
On your phone install Google Fit and Samsung Health (also Samsung Wear)
DONT SET REGION AND LANGUAGE stay on Welcome Screen and initiate BT connection from Phone

And OFC give all needed permissions
