Android "Battery manager" not working at all?

I noticed that Battery Manager pane on/off setting may not have any effect at all - it doesn't seem to restrict any apps, doesn't affect deep sleep. What's even stranger – there is no "restricted apps" button in the Battery Manager pane, that button exists on other Android devices and it shows a list that gets populated with apps – no such thing on Graphene OS.

Is it by design or is something broken? How do I check? I have attached screenshots of how it looks on Graphene OS and another Android 13 device.

It is also not possible to give specific apps unrestricted battery access, but that is quite possibly something Google changed in Android.

OpenSource-Ghost you still can give anything unrestricted battery access, or move apps between unrestricted and optimized.

When you go into an apps battery usage, click the text next to the "allow background usage" toggle. You'll go to another screen where unrestricted and optimized are choices.

I still don't get why the Battery Manager is so empty and seemingly left without purpose? I don't have any stock Android 14 to test, so someone else may chime in.
Of course we can set battery profiles per-app, but that is supposed to be a different functionality.

865be553dc4f5b2b I have tested with several user installed apps that when set to optimized and disallowed background use, toggles functioned without fail as intended and apps got killed in the background after a short period of time.
