Thought id post since I've ran into this issue before and wasted hours both times trying to troubleshoot work profiles.
Downloading Shelter from github does not work. It is outdated and will send you in constant error loops. Easy to overlook in obtanium.
Only use the f-droid version, setup is a matter of seconds. This is on p8 older versions may be different.
