I don't know what this means, but those are just the global toggles for enabling/disabling any and all notifications for each app, as opposed to the sub groups of notifications you can see when tapping the app name to the left of those toggles.

graphenediscoverer4 Dumdum I don't know what this means I just thought it was for preventing app1 in use to "sense" any other app2 notification content that would pop-up while app1 is in use, but I guess it's not possible for app1, thanks for the answer
Dumdum other8026 Judging from the title, it seems to be Settings > Privacy > Permission manager > Notifications.
missing-root Those are permissions to send a notification. Its not security or privacy related afaik.
