You're running a very out of date release of GrapheneOS. Updating to the latest release will almost certainly fix this problem.
Usually when a phone is this out of date there are a few causes, but considering how out of date your phone is, I'm assuming you have either disabled the updater app or have removed its network permission. From the owner profile, go to Settings > Apps > *Show system apps via the menu in the upper right-hand corner* > System Updater
. From there, make sure it's enabled and network permission is granted. After that, install the latest update here: Settings > System > System update
. Make sure to restart your phone when prompted.
