Why is Google an additional provider for "Passwords & Accounts"?

I am only using Google Services for notifications without logging in. But I still see Google as an additional provider in Passwords and Accounts setting.

Why is that?
Why is it possible to toggle this option without logging in?
What happens when I toggle this option without logging in?

I think this is part of their design. Also, I noticed for certain Google apps when you log in with Google accounts they automatically add Google entry in Passwords and Accounts. E.g. Google Voice.
I don't think there is an easy way to eliminate this.

Not a problem if it doesnt forcefully enables itself. The playstore does this with the link handler for example, even though it is a user app.
