I know this has been discussed before, but nothing I do seems to fix this.

I have installed g photos and granted it network access temporarily, but only magic eraser is there and none of the other tools show up. does anyone know how to fix this?

P.S. I do not have any google services installed

I had installed Google Play Services in my daily driver profile at the time because I used some apps that required them. Since I can now live without Google Play in that profile, I have created a completely new profile without Google dependency and wiped the old one.

So I can't really tell whether it works like as you suggested/asked (install Google Play services and uninstall them again after downloading Google Photo Tools). Since I don't really miss any of the tools, I didn't bother at that time- I just noticed it.

Maybe just try it out in a new profile and post your experiences here? Would perhaps also be an interesting insight for one or the other...

The solution is simple:

give Google Photos app the Network acces,
connect to Wi-Fi,
enter the app and wait couple of seconds,
restart the app and try if Unblur and other options are visible in Edit > Tools.

You've installed Sandboxed Google Play, right?

I've just set up and tested it in two different profiles:

Profile 1 (Sandboxed Google Play)
Profile 2 (without GSF, GPS and Play Store)

Profile 1: The workaround described here with short-term network access works fine.

Profile 2: Workaround does not work. The only available tool under Edit>Tools remains beeing Magic Eraser.
