Cross profile contacts

I installed 9 Folders app in a work profile to get access to microsoft exchange and the contacts transferred over to the owner profile. How did that happen?

I think by default 9 Folders sync not only email but calendar and contacts from the MS Exchange.
And you might already have some of them (or all) synced from before in your mailbox.
Check the Contacts accounts providers in the Contacts app, three dots/lines and look under the accounts.
This may explain the MITM (Outlook/Exchange mailbox) where it synced them from.
